Why doesn't Vegeta transform into Super Saiyan 3?

According to him, the Super Saiyan 3 form is very complicated to draw and model in the anime. This transformation takes a long time to create. This significantly increases the series' production budget. For example, Dragon Ball Super cost 2 to 3 times more to produce than Dragon Ball Z. 💰
